    Olivier Dupuis, député européen, et quatre militant-e-s du PRS 
toujours prisonniers "desaparecidos" depuis six jours au Laos
agissons pour leur libération !
 dans un centre de détention du Laos sans avoir pu recevoir de visites et sans qu'on ait pu obtenir de précisions sur le sort qui leur est réservé (procès ? expulsion ?). 

La FIDH a adressé au Premier Ministre Laotien une lettre ouverte le 30/10 pour demander leur libération immédiate et la garantie de leur intégrité.
Le président de la commission des affaires étrangères du Parlement européen, Elmar Brok a demandé aux autorités européennes (Conseil, Commission) d'intervenir pour obtenir leur libération, et rappelé que l'accord de coopération UE-Laos est "basé sur le respect des principes démocratiques et des droits humaines fondamentaux" (art. 1) et que "ces principes ont été dansle cas présent, violés de manière éclatante" et inscrit à l'ordre du jour de la prochaine commission le 5 novembre la question.

Je vous joins ci dessous un modèle de lettre à adresser par fax ou mail au Ministre Laotien des Affaires Etrangères et aux ambassades du Laos (à Bangkok, Washington, Italie, France) pour demander leur libération.             hereby request the Government of the PDR of LAOS:
            
            1) To allow the Italian Government representative to visit the five Transnational Radical Party activists ((Olivier Dupuis, Nikholaj Krhamov, Massimo Lensi, Silvja Manzi e Bruno Mellano), arrested on Friday October 26th 2001 in Vientiane, capital city of Laos, for pacifically demonstrating in favor of "Freedom, Democracy and Justice" of Laos;
            
            2) To allow the President of the Regional Council of Piedmont, attorney Roberto COTA, who has formally been appointed to be the defender of two of the five arrested persons, to enter Laos and meet the defendants;
            
            3) To allow the trial to be public and open to international media and adequate defense means to be granted to the defendants;
            
            4) To give information on the conditions of five Lao citizens (Thongpaseuth Keuakoun, Seng-Aloun Phengphanh, Khamphouvieng Sisaath, Bouavanh Chanmanivong and Keochay) arrested on October 26th 1999 in Vientiane for pacifically demonstrating in favor of "Freedom, Democracy and Justice" of Laos;
            
            5) To fix within a proper time a date for their trial, with the same guarantees of publicity and defense the undersigned requests to be granted to the five Transnational Radical Party activists.
